LOBBYING

Giffin, Winning's lobbying clients benefit from our unique combination of experience, knowledge, and contacts.  A number of the firm's attorneys are registered lobbyists and have a regular presence at the State Capitol when the Illinois General Assembly is in session.  Our lobbyists have served as parliamentarians and legal counsel to both the Republican and Democrat caucuses.  They have also served as legislative advisors to the Governor, Attorney General, and Comptroller, as well as various executive state agencies and commissions.

CONTRACTS/PROCUREMENT LAW

Giffin, Winning offers a full range of services to clients interested in pursuing government contracts and procurement opportunities.  Our lawyers can assist with initial responses to requests for proposals from state and local entities, and all the steps in between leading up to a contract award.  If needed, our lobbyists are able to work with legislative and executive agencies, the Illinois General Assembly, and constitutional officers to negotiate issues that arise prior to and after a contract is awarded.  Our attorneys are experienced with protesting contract awards administratively and litigating procurement issues, and have represented clients large and small - from local construction projects to a major health care related entity with a contract award valued at several billion dollars. 

ADMINISTRATIVE LAW

Several of the firm's attorneys have held key positions in state and local government.  Based on this experience and familiarity with various regulatory and administrative structures, Giffin, Winning offers its administrative law clients unique insight into the process.  Our attorneys also draw on their vast knowledge of the appellate process for clients who seek to retain us after receiving an unfavorable administrative decision.

ELECTION LAW

The firm is uniquely qualified to offer clients a strong election law practice at both the state and municipal levels.  Our lawyers have represented numerous parties in election contests and have been involved in legislative redistricting.  Our presence in the election law arena is so prevalent that one of our attorneys is currently serving as a hearing officer for the State Board of Elections.  Because several of the firm's attorneys have an extensive understanding of the Election Code and its related administrative rules, our clients can be assured that we will provide a thoughtful and comprehensive review of the issues presented and pursue an aggressive or other appropriate course of action.
